City Wide Clean Up
The annual city-wide cleanup has been scheduled for Monday, May 18th through Thursday, May 21st. Pick up hours are 7am to 3pm. The color-coded map provided shows the areas and pickup dates.
There will be no limb or leaf service that week.

Guidelines for pickup
:
• Do not place items out for pick up more than 1 day ahead of the scheduled day for your area.
• Place discarded items near the road at the edge of your property.
• Pick up will be provided only ONCE per residence.
Items that CANNOT be picked up:
**** Appliances – these must be taken to Carlisle City Dump on Hwy 13 South
**** Liquids
**** Paints
**** Batteries
**** Lumber
**** Building materials
**** Tires
**** Any other hazardous materials

The weather has been perfect lately for getting outside and doing some yard work. We appreciate our residents that work hard to keep their property neat and free of clutter.
The City of Carlisle is committed to working for a cleaner environment. Two programs which help us keep Carlisle green are our leaf and limb pickup services. By providing these services, we eliminate the need for residents to burn these items, keeping our air cleaner and reducing the risk of fires.

LEAF PICKUP SERVICE
Public Works crews pick up leaves on a regular basis, with additional service provided during the fall months.
• Please do not mix limbs or other debris with the leaves
• Please rake their leaves into piles close to the street so that we can reach them with our leaf vacuum equipment.

LIMB PICKUP SERVICE
Public Works crews will pick up tree limbs, up to 6" in diameter, on a year-round basis as they have a crew available.
• To make it easier for our workers to handle, we ask that residents pile their limbs next to the street with the cut ends facing out.
• Do not block driveways or impede roadway traffic.
• Unless limbs are very long, please do not cut them.

The City of Carlisle (City) is requesting formal bids for an annual contract to mow/spray/trim and maintain city properties throughout the City. The selected bidder will agree to enter into a 1-year contract to provide this service, with the option to renew. Bid packages are available at no charge by contacting the Carlisle Mayor Office at (870) 552-9420 or on the city website.

Bids are to be addressed to Mayor Jon Plafcan, City of Carlisle, AR, 215 South Court Street, P O Box 49, Carlisle, AR 72024. Bids will be received until 1:00 P.M. on March 20, 2026, at which time they will be publicly opened and read. Late bids will not be accepted, and it is the responsibility of the bidders to ensure that bids arrive in the City’s office by the date and time listed above.

The City reserves the right to accept or reject any or all bids, to waive irregularities and/or informalities and to disregard all non-conforming, non-responsive, unbalanced or conditional bids. The City complies with all Equal Opportunity requirements. All qualified bidders will receive consideration without regard to race, creed, color, national origin, sex, marital status, religion, ancestry, mental or physical handicap or age.

Mayor Jon Plafcan recently met with Ivory Daniels, Southern Arkansas CAN Program Coordinator, to discuss strategies to abate the opioid crisis in our communities and received a certificate for his participation in the Arkansas Opioid Recovery Partnership.
The ARORP Video Series for City and County Officials is an educational initiative designed to equip local leaders with the knowledge and tools needed to support effective opioid response strategies in their communities. Through scheduled viewing events and targeted promotion, the series encourages active engagement from municipal and county officials across Arkansas. These videos serve as a starting point for dialogue, helping officials better understand their role in shaping prevention, treatment, and recovery efforts. Citizens are also encouraged to get involved and be aware of resources available.
The ReviveAR mobile app provides access to opioid prevention, treatment, and recovery resources available to Arkansans. Users also gain access to written and audio instructions on how to administer naloxone during an overdose.

TRASH PICKUP UPDATE –
Friday, January 23
Due to uncertain weather conditions, Friday’s city trash pickup will begin earlier than usual at 5:30 AM. Residents with Friday service are asked to have their trash bins placed out by this time.
Thursday’s trash pickup will remain unchanged, and no adjustments are needed for that day.

🚨 REMINDER FOR WATER CUSTOMERS 🚨
With sub-freezing temperatures expected, please remember to drip your faucets during periods of extreme cold. A small, steady drip can help prevent pipes from freezing and potentially bursting.
We also recommend opening cabinet doors under sinks, especially those located along exterior walls, to allow warmer air to circulate around plumbing.
Taking these simple precautions can help prevent costly damage and avoid service disruptions during cold weather.

Notice of Meeting Reschedule
The regularly scheduled board meeting for this month, originally set for Tuesday the 20th, has been rescheduled due to several unforeseen conflicts.
The meeting will now be held on Thursday, the 22nd, at 6:00 p.m. in the Council Board Room at the Civic Center.

Happy Thanksgiving week!
As Thursday is a holiday… Trash normally picked up on this day will be picked up on Friday. Friday trash pick up will be as usual. So, all of the city’s trash will be picked up on Friday after Thanksgiving.
